ARTICLE I - NAME AND PURPOSE
SECTION 1: NAME
THE NAME OF THIS ORGANIZATION SHALL BE CALLED "MONROE COUNTY BASS ANGLERS".
SECTION 2: PURPOSE
TO STIMULATE PUBLIC AWARENESS OF BASS FISHING AS A MAJOR SPORT. TO OFFER OUR STATE CONSERVATION DEPARTMENT OUR ORGANIZED MORAL AND POLITICAL SUPPORT AND ENCOURAGEMENT AND TO BELONG TO AND SUPPORT OUR B.A.S.S. STATE FEDERATION. TO PROMOTE FULL ADHERENCE TO ALL CONSERVATION CODES AND TO DEMAND ADEQUATE WATER STANDARDS. TO DETECT AND REPORT ANY POLLUTER AND CALL PUBLIC AND POLITICAL ATTENTION TO HIS CRIME. TO IMPROVE OUR SKILL AS BASS ANGLERS THROUGH FELLOWSHIP OF FRIENDLY EXCHANGE OF EXPERT BASS-CATCHING TECHNIQUES AND IDEAS, AND TO PROMOTE AND ENCOURAGE YOUTH FISHING, AND A LOVE FOR THIS GREAT RECREATION.
ARTICLE II – MEMBERSHIP
SECTION 1: NUMBER OF MEMBERS
THE CLUB SHALL BEGIN WITH AND MAINTAIN AT LEAST (7) CHARTER
MEMBERS AND ALL CLUB MEMBERS MUST BE CURRENT MEMBERS OF BASS (CLUB MUST MAINTAIN 100% BASS MEMBERSHIP).
SECTION 2: REQUIREMENT FOR MEMBERS
T0 BECOME A CHARTER MEMBER, A PERSON SHALL:
A. VOLUNTARILY EXPRESS A GENUINE INTEREST IN MEMBERSHIP.
SECTION 3: MEMBERSHIP DUES
THE MEMBERSHIP DUES SHALL BE $50.00 ANNUALLY, INITIALLY PAYABLE UPON BEING VOTED INTO THE CLUB.
THE MEMBERSHIP DUES SHALL BE $30.00 FOR ANYONE JOINING AFTER THE FIRST TOURNAMENT IN THE SECOND HALF OF THE TOURNAMENT SCHEDULE, INITIALLY PAYABLE UPON BEING VOTED INTO THE CLUB.
THE MEMBER DETERMINED, AS ANGLER OF THE YEAR SHALL RECEIVE FREE MEMBERSHIP FOR THE NEXT YEAR.
SECTION 4: MEETINGS OF MEMBERS
THE MEMBERSHIP SHALL HOLD REGULAR MEETINGS AT PRE-ESTABLISHED TIMES AND PLACES.
ARTICLE III - OFFICERS, ELECTIONS, VACANCIES, AND ELIGIBILITY
SECTION 1: OFFICERS AND THEIR DUTIES
THE OFFICERS OF THE CLUB SHALL CONSIST OF:
SECTION 2: ELECTIONS
THE ELECTIONS OF OFFICERS SHALL BE HELD ANNUALLY AT A REGULAR MEETING DURING THE MONTH OF JANUARY. ELECTIONS SHALL BE BY SIMPLE MAJORITY OF MEMBERS PRESENT. ELECTION FOR EACH OFFICER SHALL BE HELD SEPARATELY IN ORDER LISTED IN ARTICLE III, SECTION 1.
SECTION 3: ELIGIBILITY OF VOTE
EACH MEMBER IS ENTITLED TO ONE VOTE. PROXY VOTES ARE NOT PERMITTED.
SECTION 4: TERM OF OFFICE
THE TERM OF OFFICE IS FOR ONE YEAR, WHICH SHALL BEGIN JANUARY 1, AND END THE LAST MEETING DAY OF DECEMBER OR UNTIL THE SUCCESSOR ASSUMES OFFICE. ORIGINAL SLATE OF OFFICERS SHALL SERVE UNTIL THE LAST MEETING DAY OF THE FOLLOWING DECEMBER.
NO ONE MAY REFUSE TO SERVE IN OFFICE WITHOUT JUSTIFIABLE CAUSE (TO THE BOARD OF DIRECTORS) OR UNLESS THAT MEMBER HELD OFFICE THE PREVIOUS YEAR.
SECTION 5: VACANCIES
IN THE EVENT OF AN OFFICE BECOMING VACANT, NOMINATIONS SHALL BE ASKED FOR AND AN ELECTION HELD TO FILL THE UNEXPIRED TERM OF THE INDIVIDUAL VACATING THE OFFICE.
SECTION 6: ELIGIBILITY FOR HOLDING OFFICE
TO BE ELIGIBLE FOR AN OFFICE A MEMBER MUST:
C. HAVE SHOWN AN ACTIVE INTEREST IN ALL CLUB FUNCTIONS.
ARTICLE IV - STANDING COMMITTEE
ALL STANDING COMMITTEES WILL SERVE FOR ONE YEAR OR UNTIL A NEW COMMITTEE IS APPOINTED. THE TERMS OF THE COMMITTEE MEMBERS WILL COINCIDE WITH THAT OF THE PRESIDENT. EACH COMMITTEE SHALL ELECT A CHAIRMAN.
THE BOARD OF DIRECTORS WILL FUNCTION AS THE TOURNAMENT
COMMITTEE AND WILL SERVE AND OPERATE AS DESCRIBED IN
ARTICLE IV; SECTION A, SUBSECTION 1-4.
ARTICLE V - REMOVAL OF MEMBERSHIP
SECTION 1: REMOVAL OF MEMBERSHIP
A MEMBER SHALL BE DROPPED FROM THE MEMBERSHIP ROLL FOR THE
FOLLOWING:
C. DISQUALIFICATION FOR ANY REASON FROM PARTICIPATION IN CLUB
SPONSORED EVENTS, INCLUDING DISQUALIFICATION FOR USE OF DRUGS OR ALCOHOL.
D. FAILURE TO MAINTAIN CURRENT B.A.S.S. MEMBERSHIP.
ARTICLE VI - METHOD OF AMENDING THE BY-LAWS
SECTION 1: AMENDING THE BY-LAWS
THE BY-LAWS MAY BE AMENDED AT THE JANUARY BUSINESS MEETING BY A 2/3 VOTE OF THE MEMBERS PRESENT, AND WILL GO INTO EFFECT THE FOLLOWING TOURNAMENT SEASON.
ARTICLE VII - PRIZES AND AWARDS
SECTION 1: PRIZES AND AWARDS PRESENTED
THE PRIZES FOR TOURNAMENT WINNERS WILL CONSIST OF A 100% CASH PAYBACK AS SHOWN: 1st = $14.00 PER ENTRY, 2nd = $10.00 PER ENTRY, & 3rd = $6.00 PER ENTRY. AMOUNT FOR EACH PLACE WILL BE DETERMINED BY NUMBER OF ENTRIES. THE ENTRY FEE FOR EACH TOURNAMENT WILL BE $50.00 WITH $10.00 OF EACH ENTRY GOING TO THE LUNKER POT AND $10.00 OF EACH ENTRY FEE GOING TO THE “CLASSIC” FUND. (IF A MEMBER DOES NOT WANT TO PARTICIPATE IN THE MONEY POT, HE MAY FISH FOR POINTS ONLY BUT THEY MUST PAY THE $10.00 FOR THE “CLASSIC” FUND). PLAQUES WILL BE PRESENTED AS AWARDS AT THE END OF THE YEAR FOR: “ANGLER OF THE YEAR”, “LUNKER OF THE YEAR”, “LARGEST ONE DAY CREEL OF THE YEAR”, AND “CLASSIC CHAMPION”.
ARTICLE VIII - TOURNAMENTS
SECTION 1: RULES AND REGULATIONS
3. THERE IS A (100) ONE HUNDERED MILE RADIUS SET FOR SELECTING CLUB TOURNAMENTS. ONLY ONE TOURNAMENT PER CLUB YEAR WILL BE ALLOWED OUTSIDE THE 100-MILE RADIUS. LAY LAKE IS CONSIDERED A LOCAL TOURNAMENT ONLY IF HELD IN CONJUNCTION WITH LAKE MITCHELL OR LAKE JORDAN.
B. CLUB MEMBERS PRESENT AT THE PRE-TOURNAMENT MEETING FOR EACH TOURNAMENT WILL VOTE ON BLAST-OFF AND WEIGH-IN TIMES.
C. TO QUALIFY FOR THE TOURNAMENT WEIGH-IN, YOU MUST BE PRESENT FOR THE BLAST-OFF AND THE WEIGH-IN (Unless prior approval is established, and you must have paid the tournament entry fee prior to the tournament beginning to be eligible for the cash prizes.)
D. TOURNAMENTS WILL BEGIN BY A SINGLE BOAT START. THIS WILL BE AMENDED IF OVER 20 PARTICIPANTS.
E. AFTER THE TOURNAMENT BEGINS NO ONE MAY LEAVE THE BOAT EXCEPT IN THE EVENT OF AN EMERGENCY.
F. ONLY ARTIFICIAL LURES WITH CONVENTIONAL CASTING EQUIPMENT.
G. NO LIVE BAIT, TROLLING, NETTING, SPEARING, SNAGGING, OR JIGGER POLES.
H. ALL BOATS MUST COMPLY WITH ALL LOCAL, STATE, AND FEDERAL LAWS OF WATER SAFETY.
I. LIFE JACKETS MUST BE WORN ANY TIME THE LARGE MOTOR IS IN OPERATION AND BOAT IS ON PLANE.
J. NO ALCOHOL OR ILLEGAL DRUGS WILL BE ALLOWED DURING THE TOURNAMENT HOURS EXTENDING THROUGH THE WEIGH IN PROCEDURE.
K. ALL PARTICIPANTS MUST RETURN TO LANDING BY WEIGH-IN TIME OR WILL BE DISQUALIFIED.
L. NO CONTESTANT'S BOAT MAY FISH WITHIN FIFTY (50) YARDS OF ANOTHER CONTESTANT'S BOAT IF ANCHOR IS DOWN AND TROLLING MOTOR IS UP. PLEASE BE COURTEOUS OF OTHER AMGLERS.
M. TOURNAMENT COMMITTEE CHAIRMAN AND ONE COMMITTEE MEMBER WILL WEIGH ALL CREELS.
N. THE SECRETARY\TREASURER WILL KEEP RECORDS OF WEIGHTS.
O. SCORING WILL BE BY THE POINT SYSTEM (SEE ATTACHMENT 1).
P. FIVE (5) FISH LIMIT, FISH MUST BE A MINIMUM OF TWELVE (12) INCHES LONG. (UNLESS SUPERCEDED BY LAKE RULES)
Q. ONLY LARGEMOUTH, SMALLMOUTH AND SPOTTED BASS WILL BE WEIGHED.
R. ALL FISH WILL BE WEIGHED ON THE SAME SCALES AND TRANSPORTED TO THE SCALES ONLY IN THE BAGS PROVIDED BY MONROE COUNTY BASS ANGLERS. THIS WILL BE WAIVED IF UNDER 20 PARTICIPANTS.
S. FISH WILL BE MEASURED WITH THE MOUTH CLOSED AND TAIL FLAT USING A GOLDEN RULE MEASURING BOARD.
T. TIES WILL BE BROKEN BY LARGEST FISH IN PARTICIPANT'S CREEL (In the event of a tie for “Angler of the Year”, those anglers will fish in one hour increments until tie is broken. In event of inclement weather, the Tournament director makes final decision).
U. ANY ATTEMPT TO WEIGH ANY FISH LESS THAN THE TWELVE (12) INCH
MINIMUM WILL RESULT IN THE LOSS OF THE SHORT FISH AS WELL AS AN EQUAL NUMBER OF THE LARGEST FISH IN THE CONTESTANTS CREEL. CLUB WILL ALLOW ONE COURTESY MEASUREMENT WITH NO PENALTY.
V. A FOUR (4) OUNCE PENALTY WILL BE DEDUCTED FROM A PARTICIPANT'S TOTAL WEIGHT FOR EACH DEAD FISH.
W. ALL FISH (EXCEPT FOR TROPHY FISH YOU WISH TO HAVE MOUNTED) WILL BE RELEASED AFTER THE TOURNAMENT WEIGH-IN. THE UTMOST CARE WILL BE USED WHEN HANDLING FISH SO AS TO RELEASE THEM IN THE BEST POSSIBLE CONDITION.
X. EACH CONTESTANT IN A BOAT WILL INCUR 50% OF EXPENSES FOR TRAVEL TO AND FROM TOURNAMENT SITE AND BOAT OPERATIONS.
Y. NON-BOATERS WILL BE AFFORDED THE OPPORTUNITY TO HAVE CONTROL OF THE FRONT OF THE BOAT FOR 50% OF THE TOURNAMENT TIME. CONTROL OF THE FRONT OF THE BOAT WILL BE WORKED OUT BETWEEN CONTESTANTS (TO EACH ONE'S SATISFACTION) PRIOR TO THE TOURNAMENT. RESPECT AND CARE OF THE BOATERS EQUIPMENT WILL ALWAYS BE OBSERVED.
Z. THE FORMAT USED FOR REGULAR CLUB TOURNAMENTS WILL BE AN INDIVIDUAL/GUEST FORMAT. EACH MEMBER MAY GO IN HIS/HER BOAT IF SO DESIRED AND CARRY A GUEST OR ANOTHER CLUB MEMBER, IF SO DESIRED. NON-BOATERS CAN GO WITH A GUEST IF SO DESIRED, BUT IF THEY DESIRE THEY CAN BE PAIRED (BY DRAW OR VOLUNTEER) AT THE PRE-TOURNAMENT MEETING. ALL NON-BOATER CLUB MEMBERS WILL BE PAIRED PRIOR TO THE CONCLUSION OF THE PRE-TOURNAMENT MEETING. VISITORS WILL BE ALLOWED TO PARTICIPATE IN THE WEIGH-IN.
AA.ANY COMPLAINTS OR TOURNAMENT VIOLATIONS (PROTESTS) SHALL BE PRESENTED IN WRITING TO THE TOURNAMENT DIRECTOR (OR DESIGNEE) AND A $20.00 FEE SHALL ACCOMPANY THE PROTEST. IF THE PROTEST IS PROVED VALID THE $20.00 FEE WILL BE REFUNDED TO THE INDIVIDUAL PRESENTING THE PROTEST. IF THE PROTEST IS NOT PROVED VALID THE $20.00 FEE WILL GO INTO THE GENERAL FUND OF THE MONROE COUNTY BASS ANGLERS.
BB. IN ORDER FOR A TOURNAMENT TO BE OFFICIAL AND COUNTED FOR
POINTS AND AWARDS, A MINIMUM PARTICIPATION SHALL BE 3 MEMBERS AND 2 BOATS.
CC.DIP NETS ARE ALLOWED.
DD.NO BOATS SHALL BE ALLOWED PAST THE SHORT WALL OF ANY CORP OF ENGINEERS LOCK AND DAM.
EE. YOU MUST CULL DOWN TO THE FIVE FISH LIMIT PRIOR TO CRANKING THE BIG MOTOR AND LEAVING THE IMMEDIATE AREA.
FF. YOU ARE ALLOWED TO BUY INTO ONE TOURNAMENT PER YEAR WITHOUT ATTENDING THE TOURNAMENT. YOU MUST PAY THE FULL $50 TOURNAMENT FEE BEFORE THE TOURNAMENT BEGINS. YOU WILL BE AWARDED 10 TOTAL POINTS.
GG. TOURNAMENT ENTRY FEE MUST BE PAID BEFORE CONTESTANTS FISH ARE WEIGHED.
**ANY RULE VIOLATION WILL RESULT IN DISQUALIFICATION AND A ZERO WEIGHT WILL BE RECORDED. YOU WILL RECEIVE 10 POINTS LESS THAN THE LAST PLACE PERSON THAT WEIGHS A FISH.**

IF AN ANGLER ZERO’S THE TOURNAMENT, HE/SHE WILL RECEIVE 10 POINTS LESS THAN THE LAST ANGLER WITH FISH.
IF THERE IS A TIE IN WEIGHT, EACH ANGLER WILL RECEIVE THE SAME AMOUNT OF POINTS AND THE MONIES WILL BE DECIDED BY LUNKER IN CREEL. THE NEXT PLACE IN ORDER WILL BE SKIPPED.

"END OF YEAR CLASSIC"
"ATTACHMENT II”
At the conclusion of the regular tournament schedule, there will be a two (2) day "CLASSIC" held as soon as practical. All club members that have participated in at least 50% of the past year club tournaments or finished in the top 50% of the final point standings for the year will qualify for the "CLASSIC". The “CLASSIC” will consist of two full days of competition and the Day 1 weights will carry over to Day 2. The top total weight after the Day 2 weigh-in will be crowned as “CLASSIC CHAMPION”. (This Classic will follow the Original “BASSMASTERS CLASSIC” format).
The "CLASSIC" can be fished by 3 different methods. They are as follows:
1. Solo
2.Have club member with boat that did not qualify take the participant.
3.Fish with club member that did qualify.
Methods 1 and 2 should be fully explored by participants before relying on method 3.
The "CLASSIC" will be held as soon as practical after the final regular tournament of the club year and will have NO effect on total points for the year.
There will be a $60.00 entry fee per CLASSIC PARTICIPANT. (Effective 2021 Classic)
The location of the "CLASSIC" will be determined at the "CLASSIC" pre-tournament meeting by draw from each qualifiers choice entered into the 'hat'. All selections should be within the 100-mile radius as adopted by the club. There will be NO pre-fishing allowed on tournament waters after the site has been selected for the “CLASSIC”. The "CLASSIC" WILL BE a 2-DAY EVENT.
The top 5 finishers after DAY 2 of the "CLASSIC" will be awarded cash prizes. The proposed payout will be subject to availability of classic funds.
